Obama Promises Vets New Record System



President Obama promised a more efficient and effective record system for wounded veterans today, according to the AP.

To help deal with over 33,000 injured military personal from the wars in Iraq and Afghanistan, an electronic system would be implemented to follow a single record for a service member from the military then later into the VA's medical system.

A current six month backlog in disability claims at the VA irks many veterans because of the bureaucratic red tape and long wait associated with transitioning into the VA system.

"It's time to change all that, it's time to give our veterans a 21st century VA," said Obama after hearing from hundreds of vets frustrated with unprovided, needed treatment.

He also said his new VA and military budget sets aside more money for diagnosing psychological disabilities and brain injuries.

The White House said that VA spending will rise by $25 billion within the next five years.

Dems and Vet groups oppose Obama's private insurance plan


Democrats and Veterans' groups both appear opposed to Obama's proposal to require vets to use private insurance to pay for combat and service related injuries.

I'm over simplifying it here, but Obama says the plan would provide $540 million for the Department of Veterans Affairs while opponents claim that the VA has a "moral obligation" to pay for these injuries.

Confusing. I'm not a doctor or a politician, but this just smacks of political inexperience. Politics favor perception over reality. Think the perception here is going to favor the President?

CNN tells the story of Dave Mahler and his website USAtogether.org, a service that helps injured U.S. troops by showcasing individual soldiers' stories and needs. Anyone wanting to help can browse the site and decide whom they want to support and how much.

The CNN article explains a little more about how the site works:
Visitors to USAtogether.org can search for requests by ZIP code, branch of service or type of need. Requests can be filled quickly, so the organization is looking for more service members and their families to list their needs, Mahler said.

Veterans' claim program under Pentagon review

Rep. Dennis Kucinich, D-Ohio recently wrote Teresa McKay, director of the Defense Finance and Accounting Service expressing his concern over a veterans' claim program where millions of dollars in payment errors allegedly occurred, according to the Associated Press.

Tom LaRock, a spokesman for the Pentagon financing office said McKay "has expressed her commitment to ensure that the veterans receive the benefits they are due. If mistakes were made we will take appropriate steps to correct them."

Kucinich's office has calculated that close to 2,000 disabled vets were wrongly denied payments in a program extending benefits for retired vets whose disabilities were related to military service or combat.

He also mentioned overpayment and underpayment inaccuracies for an additional 2,500 vets receiving benefits in excess of $2,500.

Kucinich said the cost of the errors in the VA Retro program totaled around $12 million and requested McKay recalculate the claims in the program.

The article explains action currently being taken:

Kucinich blamed the errors on a weakening of quality control checks prompted by a rush to shrink a backlog of unprocessed claims.

LaRock said his office started a review of the program after the House Oversight subcommittee on domestic policy that Kucinich chairs held hearings on the issue last July. He said they have reprocessed about 10 percent of the 133,000 claims originally considered eligible for the program, and hoped to complete the review by early spring of next year.

Troops to get Pay Raise as Bush Signs Defense Bill

President Bush signed a $612 billion defense spending bill for the 2009 budget year Tuesday that includes a 3.9 pay raise for troops as well as providing tuition assistance, money for family housing and other programs.

Nearly $70 billion of the passed legislation is set aside for missions in Iraq and Afghanistan. It also requires greater oversight and more information on contractors involved with Iraqi operations.

It also includes a provision allowing a new missile defense system to be built in Eastern Europe, a proposal adamantly opposed by Russia.

The AP article tells how lawmakers came to compromise with the President:
In reaching a deal, House and Senate negotiators left out language that Bush opposed. Eliminated was language barring private interrogators from U.S. military detention facilities and giving Congress a chance to block a security pact with Iraq.

Gates Wants Balanced Military


So Defense Secretary Robert Gate gave a talk Monday at the National Defense University where he said we need to do everything, a bunch of stuff, in order to win militarily. Naturally, I exaggerate and simplify, but, the AP story that I refer to, kind of does too. A quote from the first two paragraphs:
Defeating the enemies of tomorrow — from rogue nations to terror networks — will require a balanced and nimble military that can coax or confound an adversary as well as it can crush one. . . Gates said the Pentagon must have a broad range of capabilities, but should not try to buy its way out of every problem.
Among the things that need to be done:
  • "Defense Department must learn to move with more speed and agility to field needed weapons and equipment"
  • "a broad call for a more realistic defense strategy"
  • "still must have the high-tech power to go toe-to-toe with superpowers"
  • "must be a mix of high-end bombers, cyber-tactics and missile defense along with lower-end skills to train, communicate and build"
  • "the Pentagon must not succumb to what he calls 'next-war-itis.'"
So, yeah, if this wasn't vague before the bullet points, maybe it is now.

Costs Increase for Revamping Nation Guard

The AP reports that overhauling the U.S. Army National Guard training program, allowing for soldiers to spend more time at home, will cost $128 million this year and nearly double that next year to equip and train their troops, say officials.

The Guard has been trying for over a year and half to shorten the training process. Leaders have managed to shave months off the time these citizen soldiers are required to spend away from home due to deployments in Afghanistan or Iraq.

From the article:

Until early 2007, Guard combat brigades were training for up to six months — much of it away from home — and then would spend 12 months to 15 months in the war zone. The average time has been slashed to a bit more than 13 months, including about a month of training at home, another 40 to 70 days at the formal Army training center and roughly 10 months on the battlefront.

Spurred on by the Pentagon's promise that Guard deployments would be limited to one year, military leaders pledged to spread some of the required pre-deployment war preparation into the soldiers' routine weekend and week-long training exercises each year.

The boost in funding will pay for the roughly 2,000 Guard trainers to ensure Guard members will receive as much training as possible while at home for much of the year before deploying to one of the 10 mobilization centers for their final, prewar training.

Fallen Soldiers Honored in Country Wide Run

While not a particularly political story, CBS News ran a story yesterday about a ten week jaunt across the country -- called the Run For The Fallen -- to honor 4,129 U.S. soldiers killed in Iraq.

Jon Bellona, 26, from Clinton, New York came up with the idea of running a mile for each soldier killed in Iraq. Each is honored, one every mile, in the order in which they died by a placard placed on a sign or fence.

The run started on June 15 on Father's Day at Fort Irwin, California. It will pass through a dozen states before ending at Arlington National Cemetery, in Virginia, on August 24. The team will cover more than 60 miles a day, every day, for ten weeks.

The majority of the article briefly tells the stories of individual soldiers who are honored along the way.

'Swift Boat' Vets Want to Reclaim Name

The term "Swift Boat" has become synonymous with nasty campaign smears. Today's New York Times has an article that basically states these Vietnam Veterans, who served on the type of boat pictured above (know as Patrol Craft Fast or Swift boats), want their good name back.

A little background from Wikipedia:
Swift Vets and POWs for Truth, formerly known as the Swift Boat Veterans for Truth (SBVT), is a political group (527 group) of American Swift boat veterans and former prisoners of war of the Vietnam War, formed during the 2004 presidential election campaign for the purpose of opposing John Kerry's candidacy for the presidency.
Even some of the Vets who associated with the anti-Kerry group do not like what "Swift boat" has become (to mean.)

Swiftboats.org has a disclaimer on their site claiming no “express or implied” political ties.

Army's Request for more Brass Rejected by White House

The AP reports today that Bush's administrative arm, the Office of Management and Budget (OMB), has rejected a plan to add five generals to oversee monitor and purchasing contractor performance.

A blue-ribbon panel, chaired by former Pentagon acquisition chief Jacques Gansler, criticized the Army for contracting blunders and recommended the generals.

From the article:

The war in Iraq exposed major flaws in the Army's contracting abilities, particularly when the buying was done outside the United States. An overworked, under-experienced, and short-handed Army contracting staff was unable to meet the fast-paced demands for supplies and services. Bad deals were made and procurement fraud cases mounted in an environment prone to abuse.

Defense contractors, frequently criticized for war profiteering, complained of being pushed to accept flat-fee arrangements in high-risk combat zones where expenses could soar and confusion existed over what U.S. laws and regulations applied.

Putting generals in contracting jobs is believed to bring experience, give the profession clout, and build up talent by showing junior troops that contracting is viable career choice.

The Army learned its proposal for the generals was rejected on May 12. A week later, the Army repealed the decision. On Thursday, an Army spokesman said communications between the OMB and the Army are "pre-decisional and not releasable to the public at this time."

Hope for Iraqi Interpreters to go to U.S.

The Christian Science Monitor profiles the Shiite, Iraqi couple "Sarah" and "Chris" today, telling their troubles and turmoil of being interpreters for the U.S. forces in Iraqi and their plan to enter the U.S. under the Special Immigrant Visa (SIV) program to raise a family.

Because of security concerns the nicknames Sarah and Chris are used instead of their real names in the article. Sarah is on a militant hit list. Her mother's life has been threatened. Chris's folks house has been bombed twice and he's lost 11 interpreter colleagues and friends since 2006. There is also a $20,000 bounty on interpreters offered by militants and one double that amount for female interpreters.

Chris and Sarah feel their current environment is too hostile to bring up kids. They would like instead to raise a family in the states. They said they are willing to come back after they spend some time in America.

Their dream could be within reach.

President Bush recently extended a law, through 2012, that will continue to allow Afghan and Iraqi interpreters working for the State Department and military possible entrance into the United States under the SIV program.

Right now, the US has already met its quota of 500 SIVs for 2008. According to the State Department it will grant 50 more in 2009.

The article goes on describing the long and arduous process of applying for an SIV. It also mentions the interesting mix of culture and politics surrounding interpreters.

Vets to Testify on 1960s Chemical Tests

The Associated Press comes today with the story of Jack Alderson (pictured above), a retired Navy Reserve lieutenant commander who claims his allergies, skin cancers and chronic fatigue -- as well as the sicknesses of his comrades -- are directly linked to the secret weapons tests he helped conduct in the Pacific during the 1960s.

Alderson was ordered to keep mum about his involvement in project SHAD -- Shipboard Hazard and Defense -- where the military tested germs and test participants were given experimental vaccines. But low turn out at a 1993 reunion motivated him to speak out. Alderson found out that more than half of the approximately 500 crew members who participated in the tests were either dead, inflicted with cancer, breathing problems or other ailments.

Alderson and other witnesses are to testify before a House Veterans Affairs panel today considering a bill requiring more Pentagon disclosure of Cold War era chemical and germ weapons testing along with extending benefits to vets who took part in them. Similar legislation is scheduled to be voted on by the Senate Veterans Affairs Committee later this month.

Officials at the Pentagon haven't ruled out a health link but say such a link is hard to prove.

"We cannot say that this exposure 40 years ago had absolutely no health effect," said Dr. Michael Kilpatrick, deputy director for force health protection and readiness at the Pentagon. "I don't think any physician would risk saying that. Because how do you prove that that's the case?"

Retired Army Officer Admits to Helping Fix Iraq Contract

Levonda J. Selph, a retired Army lieutenant colonel, pleaded guilty Tuesday to steering a Pentagon contract for warehouses in Iraq to a Kuwait-based firm in return for a $5000 trip to Thailand and $4000 cash.

Selph pleaded guilty to conspiracy and bribery in U.S. District Court as part of a plea bargain to cooperate with the government in an investigation. The Virginia resident was secretly indicted on those charges in October -- the charges weren't revealed until her day in court Tuesday. She also agreed to serve a prison sentence --up to 33 months -- and pay the government $9000 restitution.

Prosecutors said Selph headed a selection board in 2005 that awarded a $12 million contract to build and operate Defense Department warehouses in Iraq. The contrat winner was not named in court documents.

The Justice Department said she will remain free until her sentencing October 14. She is not allowed to leave the country.

Top Ranking Military Officer Warns Soldiers About Politics

The New York Times reports that the chairman of the Joint Chiefs of Staff, Adm. Mike Mullen has written an open letter to all active military personnel warning them not to engage in politics as the U.S. approaches a presidential election in which wars in Iraq and Afghanistan play a key role.

“The U.S. military must remain apolitical at all times and in all ways,” wrote Mullen. “It is and must always be a neutral instrument of the state, no matter which party holds sway.”

Mullen's essay appears in a coming issue of a military journal widely circulated among officers.

Retired military have every right to take part in the political process, but those still in uniform are prohibited to partake in partisan politics.

“As the nation prepares to elect a new president,” Adm. Mullen wrote, “we would all do well to remember the promises we made: to obey civilian authority, to support and defend the Constitution and to do our duty at all times.”

“Keeping our politics private is a good first step,” he added. “The only things we should be wearing on our sleeves are our military insignia.”

Federal Court Reinstates Gay Military Nurse

A federal appeals court ruled Wednesday to reinstate Air Force flight nurse Major Margaret Witt who was dismissed in 2004 for being a homosexual.

However, the Ninth Circuit Court of Appeals let stand the military's "Don't ask, don't tell" policy.

Yet the court said the government may only "intrude upon the personal and private lives of homosexuals" for such purposes as improving morale and maintaining troop readiness.

Maj. Margaret Witt was discharged after nearly 20 years of service on grounds she had a six-year relationship with a civilian woman. The women kept their relationship private. The court's decision did not reveal how the Air Force found out.

But one of Witt's lawyers said, “Some citizen in Spokane called up and said there are these lesbian women living in a house here and one of them is in the Air Force and you should know that.”

After an investigation and military hearing Major Witt was discharged.

Major Witt filed a lawsuit challenging the “don’t ask, don’t tell” policy as a violation of the Constitution’s equal protection and due process clauses. The suit was first dismissed by a Federal District Court in Tacoma, Washington. Then on Wednesday the appeals court disagreed, reinstating much of Witt's suit and returned the case to the Washington court for further proceedings.

DoD an Obstacle in Aid Boost for Vets

The Associated Press is reporting that the Pentagon is actually the biggest obstacle between soldiers and expanded G.I. Bill aid for college.

The Defense Department is lobbying against a bill backed by Sen. Jim Webb, D-Va., that would provide a free ride to any instate public college for soldiers serving at least three years. The Pentagon believes that making troops eligible so soon would hurt retention rates -- providing too much of an incentive to leave -- and instead suggests collegiate benefits be made available after six years of service.

Webb counters that any losses in retention would be offset by the number of new troops the measure would attract.

WashPo G.I. Bill Article

Not much hard G.I. Bill news in an article by the Washington Post, but plenty of moving personal stories. It starts off:
Two years after a rocket-propelled grenade hit Nathan Toews during an ambush in southern Afghanistan, sending shrapnel shooting into his skull and spiderwebbing through his brain, he has recovered enough to ask: What now?

Like so many leaving the military, after years of taking orders, he's facing an almost infinite number of choices about his future.
The political G.I. Bill news it does touch on include the dozens of veteran related bills currently in congress and a recently revised bill -- now with 58 co-sponsors -- that would "expand benefits for veterans, including active-duty National Guard troops and reservists, to cover the cost of the most expensive public universities and to match contributions from private schools with higher tuition, for four academic years."

A decent portion of the article reveals the limitations of the current G.I. Bill and the struggles by Vets with a myriad of educational choices.

The M4 Situation

The AP ran an article yesterday questioning the reliability and cost of the military's primary rifle, the Colt M4. While the piece delves into the intricate mechanics and operation of the M4 -- and how the weapon is prone to jamming and requires more maintenance than similar models -- there is also an interesting judical and political side:

In 1996, a Navy office improperly released Colt's M4 blueprints, giving nearly two dozen contractors a look at the carbine's inner workings. Colt was ready to sue the U.S. government for the breach. The company wanted between $50 million and $70 million in damages.

Cooler heads prevailed. The Defense Department didn't want to lose its only source for the M4, and Colt didn't want to stop selling to its best customer.

The result was an agreement that made Colt the sole player in the U.S. military carbine market. FNMI challenged the deal in federal court but lost.

And then there is the cost:
More than $300 million has been spent on 221,000 of the carbines over the past two years alone. And the Defense Department is asking Congress to provide another $230 million for 136,000 more.
And now, as Congress considers whether to approve this request, critics are saying Colt's exclusive deal is bad for soldiers and tax payers.

Given the situation, why not have them all? Just standardize on the caliber so that ammo can be used by all the guns and let “the market” (soldiers in the field) decide which they want. I’d rather see them decide than an Oklahoma senator anyway.

Not wishing to get into a platform war, hey, who the hell has time to answer hate mail, $1500 is ridiculous for a mass produced jam-a-matic poodle shooter. The article does provide some interesting history of the battle to keep the M4 in service, however, and worth a look.

Military Blogger Michael Yon Interviewed

The Glen and Helen Show recently interviewed military blogger and author Michael Yon. They discuss his new book, Moment of Truth in Iraq: How a New 'Greatest Generation' of American Soldiers is Turning Defeat and Disaster into Victory and Hope. Michael also gives some interesting advice to the presidential candidates about what to say and do concerning the situation in Iraq.

Bush Announces Shorter Combat Deployments


President Bush announced Thursday a plan to cut troop combat tours from 15 months to one year in an effort to ease current strain on the military and help boost morale.

This move comes in response from service commanders concerned about the toll long deployments are having on their soldiers and about the ability of the U.S. military to deal with unanticipated threats.

Bush also embraces the plan put forth by Gen. David Petaeus to halt troop reductions after 20,000 soldiers are withdrawn in July.

Bobby Muller of Veterans for America claims Bush's too little, too late announcement does not cover currently deployed troops:
In short this is a hollow political announcement.

This announcement will do nothing to help the troops currently deployed for 15 months right now, some of whom will not return to the United States until summer 2009. Almost half of the active-duty Army’s frontline units are currently deployed for 15 months, HALF, and of those units, three are on their fourth tour and almost all have been deployed at least twice. We need to reduce everyone’s current tours to 12 months, right now.

From now to the end of this president’s term in office, the overwhelming majority of frontline troops scheduled to deploy are Army National Guard, and their scheduled tours are already 12 months, so again, the President’s announcement does nothing to help them even though many of these troops are scheduled for their second deployment, leaving jobs and families behind again, for a full year.
